Quality Council Overview

The Quality Council (QC) consists of members with leadership skills and a strong interest in driving quality for the statewide iBudget Florida Medicaid waiver program. Quality Council members assist in enhancement of service delivery in Florida. Members include those receiving developmental disabilities services (also known as self-advocates) family members, Medicaid waiver providers (small and large), Waiver Support Coordinators (solo and agency), CDC+ Consultants, and other stakeholders.

QC identifies areas for practical and realistic improvement based on the data generated by Delmarva Discovery Reviews, APD and AHCA initiatives, and information gathered from other stakeholders. The QC includes presentations by Delmarva, APD, and AHCA staff as well as presentations from community organizations and HSRI (Human Research Services Institute). Delmarva Foundation (DF) and the Agency for Healthcare Administration (AHCA) facilitate QC meetings. The day long meetings are held three times per year: twice in Tallahassee and one time in Orlando.

Council members have been instrumental in providing recommendations to enhance quality outcomes through training and service delivery.  Examples consist of providing recommendations for the statewide Waiver Support Coordination training, adding “Shared Practices” section to the Delmarva Foundation website, recommending resource materials to increase social connections and friendships such as Friends: Connecting people with disabilities and community members, etc.  

On November 3, 2016, Steve Coleman, Ph.D., and Rhonda Sloan presented at the Quality Council meeting in Tallahassee. Dr. Coleman, APD’s Senior Behavior Analyst, provided updates on Behavioral Analysis and the Dual Diagnosis Continuum of Care initiative. Ms. Rhonda Sloan, APD’s Administrator of the CDC+ Program, provided updated information on the CDC+ Program.
